2The NIPN Advisory Board Meeting was held on 25 November 2025 at the Crowne Plaza Hotel, chaired by Dr. Keovivone Outthachack, Vice President of LASES. The hybrid event brought together representatives from government line ministries, NIPN Advisory Board, Secretariat, PAU, DAU, provincial authorities, EU, UNICEF, and other partners. The meeting was organized by SPRI, LASES in collaboration with PAU, DAU, and UNICEF. 

In her opening remarks, the Chair emphasized the value of the NIPN platform in promoting the use of existing data for policy and decision-making. She mentioned that the NIPN Sustainability Plan will guide future implementation as government institutions continue this work beyond external support. She also highlighted the importance of clear roles, institutional arrangements, and adequate resource allocation, particularly in the context of ongoing government restructuring. 

Key presentations included NIPN key achievements, NIPN Sustainability Plan and Commitments from ministries and institutions on financial, in-kind, technical, and institutional contributions to NIPN, including MoF (DEFP, LSB), MoH (DHHP, DPF, LTPHI), MAE (DPC), and LASES (SPRI) 

Participants underscored the need for Strong government ownership, Clear institutional arrangements, Sustainable financing and Formal endorsement and implementation of the Sustainability Plan beyond 2025 

The Chair concluded the meeting with the following key messages: 

  1. Endorse the NIPN Sustainability Plan. 
  2. Recognize financial stability as essential and begin allocating resources from available budgets. 
  3. Encourage continued strategic support from partners, especially for capacity building and analysis. 
  4. Maintain data analysis and policy analysis as core NIPN functions. 
  5. Confirm DEFP as the lead agency for data and capacity building, with LASES/SPRI supporting research and coordination to ensure the platform continues generating robust evidence. 

The meeting concluded with a call for ongoing collaboration and for continued discussion of action plans to ensure effective implementation of the Sustainability Plan.
